The following is the legend why the time of Brahm Muhoort is good.

Kashyap Jee had 13 wives. One of them was Vinataa. Vinataa had two sons - Arun and Garud. Arun became the charioteer of Soorya Dev. Vinataa was very anxious about her son, because she had taken him out of her womb early, so he was born with incomplete body. Lord Brahmaa appointed the child as a charioteer of Soorya Dev and blessed him with the boon, that the time when he was on the Earth is known as Brahm time period. During that time period not even a single star or planet can cause any harm or influence any ill effect.

Thus the time early in the morning, about one and a half hours before the sunrise, is called Brahm Muhoort. During this Brahm Muhoort, studies and performance of spiritual activities are recommended. Spiritual activities performed early in the morning have a greater effect than in any other part of the day.
