Why Chandramaa Has Kalaa (Phases)?
Daksh, Brahmaa's brainchild, had 60 daughters. Out of those 60 daughters he gave 27 daughters to Chandramaa (Moon-god) and asked him to love all his daughters equally. Chandramaa, instead of loving all the 27 wives equally, developed an intense partiality towards Rohinee. Resentful of this action of Chandramaa, the other wives went to their father and complained him about Chandramaa's behavior. Daksh, on hearing this report from his dear daughters, cursed Chandramaa to be deprived of his Kalaa (brightness).

Much grieved and depressed at heart, Chandramaa at last made his way to Lord Shiv and prayed to be saved from the curse of Daksh. The Lord, out of compassion, retrieved him partially from the curse and saved him by wearing him on his own forehead. Hence we find changes in the phases of the Moon - gradual decrease of brightness during Krishn Paksh or the dark fortnight, and the gradual increase during the Shukla Paksh or the bright fortnight. This action of Lord Shiv further infuriated Daksh.

Why Chandramaa is called Chandaa Maamaa?
When the ocean of milk (Ksheer Saagar) was churned for Amrit (Ambrosia), both Goddess Lakshmee and the Moon appeared from it. Thus by way of their common origin, Lakshmee became the sister of Moon. Lakshmee is the divine consort of Naaraayan and is the Mother of the entire Universe. That is how the Moon has come to be known as "Chandaa Maamaa" (the uncle).
