Usually Lagna is spread to 2 hrs for passing 30 degrees in a House. Unless Lagna falls in the fringe Degrees in a House, it may not be of much difference in tracking   Diabetes  in a natal chart.

Further the birth time of child will be only at the intake of first breath to send in Oxygen, to give life to child. Of course, this takes a minute or less after cutting umbilical cord.

However, the margin given in scriptures is up to 3 degrees and 20 Minutes in which two babies (twins are born then they become 'Ek Pind') with one carrying a problem, which the other child may not have - one with bright intelligence and other being in want of that. If the birth is after this allowed time, one could become an advocate and the other a doctor and with many other similar differences.
