Venus      in 2H          will get associated with Jupiter after formal marriage
Venus      in 7H          would be associated only after the marriage will be consummated

This means that both house no 2 and 7, are associated with Venus but presence of Jupiter in house no 2 and sharing of ownership with Mercury for house no 7 makes all the difference. So formal ceremony is required for Venus in 2H but for Venus in 7H the consumption act only would do the trick.
OR to say realtion with consent/blessings of father (or anybody placed in capacity of Jupiter) of spouse is auspicious or necessary for native with Venus in 2H but for the native with Venus in 7H, this condition is waived off.
