How Astrology Began
Brahma -> 10 sons
Angira, Atri, Bhrigu (Brighu Sootra), Daksh, Kratu, Mareechi, Naarad (Naarad Sanhitaa), Pulaha, Pulastya, Vashishta (Vashishth Sanhitaa)

(1) Angiraa -> Brihaspati -> Kach, Deerghtamaa
(2) Atri -> Dattaatreya, Durvaasaa, Chandramaa
     Chandramaa -> Budh -> Pururavaa --- Chandra Vansh.......................
(3) Bhrigu -> Chyavan,
(4) Daksh -> 60 daughters
(5) Kratu did not marry
(6) Mareechi -> Kashyap -> 12 Aaditya - Soorya, Vishnu,
     Soorya -> Vaivaswat Manu -> Ikshwaaku -> Ikshwaaku Vansh....................
(7) Naarad did not marry
(8) Pulah did not marry
(9) Pulastya -> Vishravaa -> Vaishravan (Kuber), Raavan, Kumbhkarn, Vibheeshan
     Raavan -> Meghnaad, Akshaya Kumaar
     Kumbhkarn -> Kumbh and Nikumbh
(10) Vashishth -> Shakti -> Paraashar -> Ved Vyaas.
     Jaimini was the disciple of Ved Vyaas. Parenthood of Jaimini is not known.

In fact Rishi Jaimini was one of four disciples of Rishi Ved Vyaas - the other three being Pail, Vaishampaayan and Sumantu. Ved Vyaas transmitted each of the Four Ved to each of his disciples - Saam Ved was transmitted to Jaimini. Jaimini was the founder of the Poorv Meemaansaa - one of the six Darshan (school of Indian Philosophy). Jaimini also wrote the "Jaimini Bhaarat" (another version of the Mahaabhaarat) other than the Jaimini Sootra.

The above lineage clearly indicates the origins of astrology.
Thus according to this Paraashar cannot be said to the father of Astrology.
The sons of Brahmaa, Bhrigu, Naarad and Vashishth have their own work.
Naarad Sanhitaa is the basis of Muhoort branch of astrology.
Sage Bhrigu's work may be considered as the basis of transitional astrology.
Vashishth is the proponent of Vashishth Sanhitaa, the basis of Varaah Mihir's Brihad Sanhitaa.
Naarad Horaa (Phal Vibhaag) is considered lost.
Paraashar comes as the 4th generation in the lineage of Brahmaa (Brahmaa -> Vashishth -> Shakti -> Paraashar).
Jaimini is more known for his work of Meemaansaa, and of course Saam Ved (learnt from Ved Vyaas Jee - son of Paraashar, 5th generation).

There is school of thought which says that Jaimini learnt astrology from Paraashar, but this is doubtful and may be a weak attempt to justify inclusion of Jaimini astrology in Paraashar Horaa.

The question that arises is, if Paraashar Horaa originally included the Jaimini astrology, then why did Varaah Mihir or Kalayaan Varmaa etc did not include it in their works. It is a very strong argument that such great scholars were not aware of (Jaimini Sootra), particularly when they have held Paraashar in great reverence.
